COMMPARTNERS RELEASES WHITEPAPER EXAMINING VOIP REGULATORY LANDSCAPE

Las Vegas, NV -- July 18, 2005-- CommPartners, an IP-based network operator and telephony services and solutions provider, today announced the publication of its whitepaper entitled "Enabling the VoIP Promise by Promoting Regulation to Spur the Market Growth, Not Stunt it." Authored by telecommunications regulatory expert and CommPartners' Regulatory Counsel Kris Twomey, the whitepaper examines critical issues facing the VoIP industry and how regulations should be updated to mitigate these factors and drive industry growth.

"New technologies often force true regulatory change. VoIP challenges traditional regulatory notions and requires the current system to evolve a lot sooner than it would otherwise prefer," said Kris Twomey, Regulatory Counsel for CommPartners. "Legislators and regulators need to create an environment which serves customer interests and enforces a level playing field for competitors to deliver on the promise of VoIP. This whitepaper outlines CommPartners' policy positions and suggests that implementation of a layered model of regulation is the answer."

The whitepaper identifies major areas of regulation that must be addressed including:

· Regulatory and legislative issues such as the intercarrier compensation structure that should be applied to VoIP and how the 1996 Telecommunications Act should be rewritten to accommodate VoIP; · Payment issues such as the access charges that should apply to VoIP services, the tax structure that should accompany it, if and how VoIP providers should pay into the Universal Service Fund; and · Public safety issues such as how to ensure VoIP provides 911 services and meets CALEA requirements.
