I don't think it will improve, hence voice quality has several components.
- Procesing delay, due to the element that digitalizez the voice
- Network performance

Normally if you use any VoIP that translates voice to TCP-IP from a computer will has a very long procesing delay, regardles network performance.

ISDN will provide you up to 128kbps, mean while VoIP only needs a 28,800bps internet connection.

Conclusion: ISDN will help only if your dial-up connection is bad. I will reccomend you to visit www.innomedia.com and there you will find the device and the service that will allow you to make VoIP calls with voice quality, either ISDN or Not
