The standard signal for voice quality telephony is 8KHz at 16Khz you have a digital voice signal anything below 8Khz will degrade the voice quality and even alter it. check to see at what signal your card is setup to process the voice singal if its around 8Khz increase it to 11Khz of even 16Khz
